This paper, produced by the staff of the U.S. Committee for Refugees, has
been written without the benefit of a first-hand visit to the Chittagong Hills
of Bangladesh or to the refugee camps in India's Tripura State. The hill
tracts have been effectively closed to outsiders for about six years, except
for carefully circumscribed tours in the company of government and military
officials, whose presence may have served to attenuate the comments of area
residents. India's Tripura State, where conflict between tribals and
nontribals has also been endemic, is likewise effectively off limits to
foreigners. In compiling this report, therefore, USCR has relied on accounts
by reliable sources who, despite the ban, have some first-hand knowledge of
the situation. These include representatives of human rights organizations,
journalists, tribespeople abroad who retain contact with the refugees, and
refugee advocates. We are deeply grateful for the many hours they shared with
us.
