   RANDOM NOTES FROM THE DESK

        ANNUAL     WEEKEND     CONFERENCE
  The yearly seminar and conference of the Association
was held at the Washington-Hilton Hotel, Washington,
D.C., during the weekend of Friday, May 24th through
Sunday, May 26th, 1968.
  On Friday evening our President, Elmer Fried, ten-
dered a reception in his suite at the hotel, which was
attended by a large and enthusiastic gathering.
  On Saturday evening, after a reception and cocktail
hour, our well attended Annual Dinner was held. At
this function the Association's 1968 Founders Award was
presented to the Hon. Raymond F. Farrell, Commissioner
of Immigration and Naturalization, in recognition of his
manifold efforts to improve the administration of the im-
migration and nationality laws. Many guests from various
government agencies, in addition to guests from the judi-
ciary and the Congress, as well as Association members
and their relatives and friends, were there to pay a well
deserved tribute to the Commissioner.
  The business sessions began on Saturday morning.
After an address of welcome by President Elmer Fried,
and an opening statement by the moderator, Past Presi-
dent Lena Orlow Ginsburg, a discussion on the topic
of Non-Immigrant Visas was given by Harry Gross-
man, Chief of Domestic Services Division, Visa Office,
U.S. Department of State, and by John M. Lehmann,
Deputy Associate Commissioner for Travel Control, Im-
migration and Naturalization Service, U.S. Department
of Justice.
  The second session on Saturday morning's schedule was
devoted to the topic of Developments in Labor Certifica-
tions.  The moderator was Joseph S. Hertogs, Past
Chairman of our San Francisco Chapter. The participants
were Frank I. Busbee, Chief, Branch of Immigration Pro-
cedures and Standards, U.S. Department of Labor; Sam
Bernsen, Assistant Commissioner, Adjudications Division,
Immigration and Naturalization Service; and Miss Mar-
garet Hussman, Deputy Director for Visa Policies, Visa
Office, U.S. Department of State.
  The moderator for the first of Saturday afternoon's
two sessions was Barratt O'llara, II, Past Chairman of
our Chicago Chapter.   The subject was Recent Im-
portant Decisions in the Immigration Field, and it was
presented by Thomas G. Finucane, Chairman of the


Board of Immigration Appeals, U.S. Department of
Justice.
  The second afternoon session was moderated by James
J. Orlow, Chairman of our Philadelphia Chapter. The
topic was Expatriation, Repatriation, and Citizenship,
and the speakers were Edward Rudnick, Assistant Com-
missioner for Naturalization, Immigration and Naturali-
zation Service, and Giacomo Cacciatore, Chief of Foreign
Operations, Passport Office, U.S. Department of State.
  The first item on the agenda for Sunday morning's
session was a Moot Deportation Hearing, moderated by
Past President Lena Orlow Ginsburg. The participants
were: William B. Taffet, Special Inquiry Officer at the
Newark,- New Jersey District Office of the Immigration
and Naturalization Service, as the Special Inquiry Officer;
Vincent A. Schiano, Chief Trial Attorney at the New
York, N.Y. District Office of the Immigration    and
Naturalization Service, as the Trial Attorney; Andrew
Reiner, Past President of our Association, as the alien-
respondent; and Edward L. Dubroff, Past President of
our Association, as the counsel for the respondent. A
critique of the procedings was given by Thomas Griffin,
member of the Board of Immigration Appeals.
  The concluding session on Sunday morning was moder-
ated by Milton C. Gelenian, our National Secretary and
Chairman of our Washington, D.C. Chapter. The topic
was Visa Numbers After July 1, 1968, and was pre-
sented by Miss Elizabeth   Harper, Deputy Chief of
Regulations and Legislative Division, Visa Office, U.S.
Department of State.
  Following each discussion on both days considerable
time was devoted to the answering of numerous questions
from the floor. All of the discussions were very well
attended and were appreciatively received.
  An open meeting of the Board of Governors closed
the weekend's events.  The consensus of opinion was
that this vear's conference had reached a new high in
programming and in attendance. Special thanks for these
successes go to Past President Haskell R. Barst, our
Dinner Chairman, and to Lena Orlow     Ginsburg, our
Program Chairman, as well as to those of our members
who so ably assisted them in their efforts.
