       MESSAGE OF THE PRESIDENT
                    JOHN J. BARRY
   This Association has now completed a sustained effort
 of twenty years to promote public good in the field of
 immigration and nationality.
   You cannot serve as President of this Association
 without being impressed with the professional know-
 how  and the dedication  of our membership    to this
 specialized practice.
   The twenty years that have now    so swiftly passed
 have concretely established us as a recognized bar as-
 sociation. What of the next twenty?    Where are we
 going?  What must be done to assure that in 1986 the
 stature of our Association will be indelibly inscribed in
 this important Federal area? We need a greater alert-
 ness to public relations. No one can gloss over the
 deficiencies of the Service and ourselves. We must, by
 our every day relationship with the public, seek a way
 to resolve and cure them. A   concentrated effort must
 be made with the foreign language newspapers, radio
 stations and television, and other media, to rid once and
 for all the immigration abortionists from the unlawful
 practice of the law.
   Selfish motives do not impel us. We are not seeking
 to monopolize the practice of immigration and nation-
 ality law. We do not seek this business for attorneys
 in place of other people who might satisfactorily perform
 these services. We are now   protecting and will con-
 tinue to protect the public by every means at our com-
 mand from incompetents who give legal advice without
 being subject to any ethical restraint or supervision of
 the Board of Immigration Appeals and the courts.
 An exchange of ideas and semi-annual liaison with the
 American Society of Travel Agents will be set up in
 the early Fall of this year. We must maintain and
 justify public respect for our Association. This can be
 done by the local chapters taking immediate steps to
 publicize the fact that said chapters are ready, willing
 and able to furnish indigent persons with counsel. The
 respect of others will be gained when and only when
we give of ourselves to the jealous mistress who has
shackled u; in the practice of our profession.  More
time should be spent by the junior mcmbers of our

               OUR FOUNDER'S AWARD
   On June 1. 1966 our Founder's Award was presented
 on the occasion of our annual seminar and banquet to
 the Honorable Michael A. Feighan, member of Congress
 from the State of Ohio, and Chairman of the Immigra-
 tion and Nationality Subcommittee (Subcommittee No. 1)
 of the Committee on the Judiciary of the House of
 Representatives.
   Our honored guest responded with a spirited address
 which is set forth in full in this issue of our publication.

   Fifth Edition of the Immigration   and  Nationality
 Act, revised through December 31, 1965 (includes the

   Annual Report of the Immigration and Naturalization
Service, for the fiscal year ended June 30, 1965; 21
