        MESSAGE OF THE PRESIDENT
                 ARTHUR S. SCHAPIRA
  At the annual meeting of the Association, held on Decem-
ber 3, 1956, I had the honor conferred upon me of being
elected President for the year 1957.
  I consider my elevation a reward for my many years of
service in behalf of the Association, and an expression of
confidence in my ability and devotion to the welfare of
our organization. I shall be ever mindful of the responsi-
bilities attached to this high office and will always aim to
bring credit to the Association and to promote the purposes
for the very founding and the very existence of our Asso-
ciation. I hope that at the expiration of my term of office,
I will have made some contribution towards elevating the
Association to the position of the official spokesman for the
practitioners in our field, a position the Association so
rightfully deserves.
  In spite of our brief existence, we have nonetheless,
through the efforts of my predecessors, already built a firm
foundation and our perpetuation as a professional guild can
no longer be doubted. Much of this accomplishment is as a
result of very careful planning and hard work. The annual
dinner and dance sponsored by our organization in the past
has contributed extensively towards this accomplishment.
This type of function served as an opportunity and a forum
for our members to meet distinguished persons from the
government and in public life on a social level. I am con-
fident that the dignity with which we conducted ourselves
has at all times made a favorable impression upon our guests
and convinced them that by mutual cooperation between the
government agencies and the practitioner a better under-
standing and more expeditious handling of matters was
assured.
  Recently, however, it was felt that while no fault could be
found with a fraternization with our guests that the dinner
and dance type of function could be improved upon if the
agenda were to include a forum for the discussion of our
mutual interests. To give expression to this thought, a com-
mittee was appointed to arrange for an annual function in
the form of a symposium and dinner. Much time and effort
went into the planning of such an undertaking and finally
a date and place was fixed, a program was developed, and
on March 29, 1957, at the Warwick Hotel in Philadelphia,

  The January 1st, 1957 pocket part Supplement to Title 8,
Code of Federal Regulations (cost 55 cents), and a similar
Supplement to Titles 22 and 23, C.F.R., (cost $1.00), may
now be purchased from the Superintendent of Documents,
Government Printing Office, Washington 25, D. C.
  Volume VI of the Administrative Decisions Under the
Immigration and Nationality Laws has been printed and
may now be purchased from the Superintendent of Docu-
ments at a cost of $3.25. This volume covers the period from
March, 1953 to January, 1956 and includes Interim Deci-
sions Nos. 589 to 761 inclusive.
  Common Council for American Unity will soon publish
a book entitled The Alien and the Immigration Law, being
a study of 1446 cases arising under the Immigration and
Naturalization Laws of the United States. This study was
