                U.S. REFUGEE RELIEF PROGRAM

    A sponsor is required before any migrant may be brought to the United
States under the Refugee Relief Act of 1953. The sponsor furnishes an
assurance that the refugee will have employment, housing, and will not
become a public charge.

     The assurance, which must be signed by an American citizen (the
sponsor), is sent overseas to be matched with the appropriate visa appli-
cation filed with a United States consul by the would-be migrant. The
coming together of assurance and visa application starts the action that
may result in the issuance of a visa permitting the migrant to become a
permanent resident of the United States.

     An assurance is not considered a legal contract binding the sponsor.
Rather it imposes a moral obligation on his part.

     Assurances are prepared on special forms. The forms differ depend-
ing upon whethier for refugee, orphan, or relative and whether the sponsor
is giving the assurance with or without the assistance of a voluntary
agency in handling the case. Thirty agencies experienced in immigration
and resettlement are recognized by the Department of State for coopera-
tion in the Refugee Relief Program.

HOW TO SPONSOR A REFUGEE, ESCAPEE, OR EXPELLEE WITH TEE ASSISTANCE OF A
VOLUNTARY AGENCY

     An assurance for a refugee, escapee, or expellee, whether known or
unknown to the sponsor, given with the endorsement of a recognized volun-
tary agency, is prepared on State Department form DSR-8. The form may
be obtained from the agency. It is prepared in six copies, one of which
is retained by the sponsor. Five copies are sent to the agency-   (The
recognized agencies are listed elsewhere in this pamphlet. The sponsor
may select the one of his choice.) When an assurance is endorsed by a
recognized agency, much of the supporting documentation otherwise re-
quired of a sponsor need not be submitted.

     Submission of an assurance through a voluntary agency accords the
sponsor the assistance of the agency in making out forms. Some of these
agencies have overseas representatives who can also assist the visa ap-
plicant and help in arrangements, after a visa has been issued, for
travel to the United States destination.
