Jurists Urge Russia to show respect for international law

 Extrajudicial executions, system-
atic incarceration, torture, and disap-
pearances have been carried out in
Chechnya in defiance of basic humani-
tarian law principles, affirmed the ICJ
in a statement read before the UN Com-
mission on Human Rights on 1 March
1995.
Since the beginning of the conflict,
the ICJ repeatedly denounced and con-
demned the indiscriminate use of force
exerted by Russian forces against civil-
ian targets in and around Grozny, the
capital of the small Chechen Republic,
which has resulted in the death of thou-
sands of Chechen and Russian civilians
alike, many of them children, women,
hospitalized and elderly persons.

Jurists Report World-Wide Attacks on Justice
The CIL Annual Report Highlights Increasing Repression Against Judges and Lawyers

Five hundred and seventy two jurists
in 58 countries have suffered reprisals
for carrying out their professional func-
tions between June 1993 and December
1994. Of these, 72 were killed, 3 have
disappeared, 28 were attacked, 119
received threats of violence, 24 were
tortured, 177 were detained, and 149
were professionally sanctioned or ob-
structed. These figures are contained in
the sixth annual report of the Centre for
the Independence of Judges and Law-

yers (CIJL) of the International Commis-
sion of Jurists (ICJ) entitled Attacks on
Justice, which documents the cases of
judges and lawyers who are harassed
or persecuted around the world. The re-
port was released on 15 February 1995
during the UN Commission on Human
Rights session in Geneva.
The case of Algeria is one of major
concern. Fundamentalist Islamist groups
appear to be responsible for the killing
of scores of civilians since 1992, includ-

ing 27 judges and lawyers. The govern-
ment's response is also extremely worry-
ing. It passed anti-terrorism laws grant-
ing wide powers to the police and es-
tablishing special courts. The identity of
the judges in these courts is concealed
and the right to defence is restricted.
In Colombia, endemic violence
claimed the lives of 32 jurists, whilst 13
others received threats and 1 was at-
