The International Commission of  Sub-Commission on Prevention of Dis-  which held its 46th session between
Jurists (ICJ) participated in the UN  crimination and Protection of Minorities  1-26 August 1994 in the UN Office at
Geneva.
A Question of Credibility
Mr. Adama Dieng, ICJ Secretary-
General, stated at the end of the UN
meeting that the Sub-Commission was
faced by a serious question of credibili-
ty. It was largely felt that, despite some
unquestionable achievements, the Sub-
Commission continued to be marred by
some of the shortcomings which have re-
peatedly characterized its work in past
sessions. The ICJ's major criticism of the
institution was the continued lack of inde-
pendence displayed by some of its mem-
bers, and accordingly the unadulterated
selectivity with which it continued to deal
with country situations that require urgent
action. Reflecting the general mood, a
Swiss journalist said that the quiet, dip-
lomatic and aloof atmosphere of the
meeting was as distant as could be from
the cries of the victims.
Mr. Adama Dieng, noted that the
experts failed to adopt resolutions on
the grave situations in Colombia and
Peru. The serious and systematic pat-
terns of human rights violations in these
countries are not only publicly known
but, particularly in the case of Colom-
bia, were brought to the Sub-Commis-
sion's attention in a number of state-
ments by NGOs and were referred to
by a number of experts in the debates.
In addition, resolutions proposed by
experts condemning the serious human
rights violations by Indonesia in East
Timor and in the regions of West
Papua, the Aceh region of Sumatra and
the Molluccas were narrowly defeated.

mission, as a body of independent ex-
