ICJ Is Awarded the UN Human Rights Prize

1TI he International Commission of
.TJurists is honoured by the rec-
ognition given to its work said ICJ
Secretary-General, Adama Dieng, after
receiving the United Nations Human
Rights Prize at a ceremony which took
place in New York on 10 December
1993, the International Human Rights
Day.
This prestigious prize is awarded
every five years in recognition of out-
standing achievements in the promo-
tion and protection of civil and political
rights or economic social and cultural
rights.
Past individual and institutional re-
cipients of the Prize include U Thant,
Nelson Mandela, Martin Luther King,
Ren6 Cassin, the International Com-
mittee of the Red Cross (ICRC) and
Amnesty International.

ICJ Workshop in Ethiopia Places
African Court of Human Rights on the Agenda

T he fifth ICJ Workshop on NGO Par-
ticipation in the Work of the Afri-
can Commission on Human and Peo-
ples' Rights (ACHPR), organized by the
ICJ in collaboration with the Banjul-
based ACHPR, took place in Addis
Ababa, Ethiopia, from 28-30 November
1993. This meeting preceded the 14th
Ordinary Session of the ACHPR.
The ICJ Workshop was the fifth in a
series of similar meetings held to pro-
mote and invigorate the ongoing dia-
logue between NGOs and the African
Commission, with a view to support-
ing the work of the ACHPR.
Two major issues figured promi-
nently on the agenda of the Workshop.
The first concerned the development of
viable NGO strategies for promoting

and protecting human rights in Africa
and the second concerned discussions
on a draft protocol for the establish-
ment of an African Court on Human
and Peoples' Rights. Two Working
Groups were established in order to
further discussions on the two differ-
ent topics simultaneously.
The meeting was opened by the
Hon. Mahteme Solomon, the Ethiopian
Minister of Justice, who, whilst recog-
nizing the importance of the Workshop
and of the role of NGOs in promoting
and protecting human rights in Africa,
called on NGOs to better provide as-
sistance to governments rather than
criticize their human rights record.
The OAU Secretary-General, Dr Salim
A. Salim, emphasized the need for a

partnership between governments and
NGOs in the field of human rights. The
Under-Secretary General of the UN and
Executive Secretary of the UN Eco-
nomic Commission for Africa (UNECA),
Dr Layashi Yaker, stated that meaning-
ful development in Africa required
open societies that respect human
rights, the Rule of Law and popular
participation.
