ICJ Places International Penal Court on the Agenda
of the World Conference on Human Rights

A s from March 1993 the Inter-
national Commission of Jurists
(ICJ) and its Centre for the Independ-
ence of Judges and Lawyers (CIJL) fi-
nalized preparations in view of the
World Conference on Human Rights. In
May, the ICJ launched a global institu-
tional and media campaign for the pro-
motion of the establishment of a per-
manent International Penal Court to
judge war criminals and perpetrators
of gross human rights violations any-
where in the world. Much time was
spent by the ICJ Secretariat, as well as
by ICJ members, national sections and
affiliate organizations, in lobbying gov-
ernments not only to accept but also to
support and globally promote the idea
and necessity of such a court. Hence,
ICJ/CIJL Officers were particularly ac-
tive in the preparatory stages of the
World Conference. For instance, dur-
ing the UN Preparatory Committees
and through numerous media interven-
tions, they contributed to raise public
and State awareness of the need to es-
tablish this new international organ by
placing the item on the agenda of the
World Conference.
Highlights of the Campaign
Owing to the untiring efforts of the
ICJ/CIJL, the idea of an International
Penal Court was unanimously en-
dorsed by the NGO regional meetings
in preparation for the World Confer-
ence held in San Jos6 (Costa-Rica) and
Bangkok (Thailand) as well as by the
Arab Satellite meeting that convened
in Cairo (Egypt) attended by CIJL Di-
rector Mona Rishmawi.
On 22 April, Alejandro Artucio of
the ICJ, delivered an oral intervention
before the fourth UN Prep-Com meet-
ing in Geneva for the World Confer-
ence, asking that the Conference rec-

court. Following this, broadcast inter-
views were given by all ICJ legal offic-
ers to media such as Radio Suisse

ICJ Denounces Unfinished Ordeal
of Comfort Women

S ometime in the late 1920s the Japa-
nese Government set up a system
whereby soldiers would be offered
the comfort of women during their
military service. Comfort Stations
were set up near various military
camps in Japanese occupied Mandchu-
ria and were then extended into other
parts of China controlled by the Japa-
nese military. As the Japanese military

advanced into South East Asia, Com-
fort Stations were also established in
these areas. There can be no doubt
that women were forcibly and involun-
tarily taken from their homes and fami-
lies and made to provide sexual serv-
ices to the Japanese army. It is esti-
mated that between 100.000 and
