  FORMULATED AT THE UNITED NATIONS CONFERENCE ON THE
  LAW OF THE SEA, HELD AT GENEVA FROM FEBRUARY 24 TO
  APRIL 27, 1958; WERE DATED AT GENEVA ON APRIL 29, 1958, AND
  WERE SIGNED ON BEHALF OF THE UNITED STATES OF AMERICA
  ON SEPTEMBER 15, 1958, AND ON BEHALF OF A NUMBER OF OTHER
  STATES

SEPTEMBER 9, 1959.-Conventions and protocol were read the first time, the
  injunction of secrecy was removed therefrom, and the conventions and protocol
  were referred to the Committee on Foreign Relations and ordered to be printed
  for the use of the Senate
