1. Protest allegation that the agency unreasonably assigned risk to the protester's
management   approach is sustained where the record does not show that the assigned
risk was based on any aspect of the firm's proposal.

2. Protest allegation that the agency unreasonably failed to assign strengths to the
protester's management approach is denied where the record shows that the agency
considered the allegedly underappreciated aspects, and concluded that they were
common   and offered no special benefit.

3. Protest allegation that the agency unreasonably evaluated the relevancy for one of
the protester's referenced contracts as part of its past performance proposal is
sustained where the record does not show that the agency's evaluation was consistent
with the tasks performed under the referenced contract.

Chugach  Logistics and Facility Services JV, LLC, of Anchorage, Alaska, protests the
award of a contract to Chenega Base and Logistics Services, LLC, of San Antonio,
