DECISION

McColm  & Company,  LLC, a women-owned   small business of St. Petersburg, Florida,
protests the terms of request for proposals No. HQ003424R0020, issued by the
Department  of Defense, Washington Headquarters Services, for instruction and training
management   support services. The protester contends that the solicitation is unduly
restrictive and patently ambiguous.

We  dismiss the protest because the agency has cancelled the solicitation.

The jurisdiction of our Office is established by the bid protest provisions of the
Competition in Contracting Act of 1984, 31 U.S.C. §§ 3551-3557. Our role in resolving
bid protests is to ensure that the statutory requirements for full and open competition
are met. Honeywell Tech. Solutions, Inc., B-407159.4, May 2, 2013, 2013 CPD ¶ 110
at 3.

Prior to the December 11, 2023 due date for the agency report, the agency informed our
Office that it had cancelled the solicitation on November 9. Notice of Corrective Action
at 1. The agency added that it notified prospective offerors of the cancellation on
November  9 and that it will issue a new solicitation that will clarify the government's
requirements, terms, and conditions. Id. The cancellation of a solicitation renders a
protest of the award of a contract under that solicitation academic. Ferris Optical,
B-403012.2, B-403012.3, Oct. 21, 2010, 2010 CPD ¶265  at 2. We do not consider
academic  protests. Id.

The protest is dismissed.
