DIGEST 1. Protest challenging agency's evaluation of past performance and price is denied where the evaluation was reasonable and consistent with the terms of the solicitation. 2. Protest challenging agency's best-value tradeoff decision is denied where the tradeoff was reasonable, sufficiently documented, and consistent with the terms of the solicitation. DECISION Snodgrass JV, a small business of Annapolis, Maryland, protests its non-selection for award under request for proposals (RFP) No. W56ZTN-19-R-0005, issued by the Department of the Army, Army Materiel Command, for maintenance, repair, and minor construction services. The protester challenges the agency's evaluation of its proposal under the past performance factor, and contends the Army's price evaluation and best-value tradeoff were flawed. We deny the protest.
