DIGEST 1. Protest arguing that the agency erred in declining to consider proposed subcontractors' experience is dismissed as untimely where the protester did not file its protest with our Office within 10 days of receiving actual notice of adverse agency action on its de facto agency-level protest raised with the agency's senior procurement executive. Supplemental protest allegations that the agency's subsequent evaluation unreasonably considered subcontractor experience in a manner inconsistent with the agency's previously communicated interpretation of the solicitation is denied where the agency's evaluation was reasonable and consistent with the terms of the solicitation. 2. Protest that the agency could not eliminate the protester's quotation from the competition based on negative evaluation findings under alleged responsibility-like criteria without referring the matter to the Small Business Administration for review under its certificate of competency procedures is denied where the protester is not eligible for a review under those procedures.
