1. Protest challenging agency's evaluation of protester's technical proposal, although
timely raised, is denied where the record establishes the evaluation was reasonable,
consistent with the stated evaluation criteria, and adequately documented.

2. Protester's challenge to the agency's best-value tradeoff decision is dismissed as
factually and legally insufficient.
DECISION

WorldWide  Language  Resources, Inc., of Fayetteville, North Carolina, protests the
issuance of a task order to Valiant Government Services LLC, of Hopkinsville,
Kentucky, under request for task order proposals (RTOP) No. W911 W4-18-R-AFR3,
issued by the Department of the Army for linguist support services. WorldWide argues
that the agency's evaluation of its proposal and resulting award decision were improper.


We  deny the protest.
