DECISION Alpha Omega Integration, LLC, an 8(a) small business of Vienna, Virginia protests the issuance of a task order to Synergy Business Innovation & Solutions, Inc., an 8(a) small business of Reston, Virginia, under request for quotations (RFQ) No. 12314421Q0006, issued by the United States Department of Agriculture (USDA) for Enterprise Application Systems (EAS) Information Technology Support Services.1 Alpha Omega contends that the agency misevaluated quotations and challenges the agency's best-value tradeoff analysis. 1 Section 8(a) of the Small Business Act, 15 U.S.C. § 637(a), authorizes the Small Business Administration to enter into contracts with government agencies and to arrange for performance through subcontracts with socially and economically disadvantaged small business concerns.
