DIGEST Protest challenging the exclusion of protester's proposal from the competitive range is denied where record shows that the agency's evaluation was reasonable and consistent with the solicitation's evaluation criteria. DECISION Soft Tech Consulting, Inc., a woman-owned small business of Chantilly, Virginia, protests the elimination of its proposal from the competitive range under request for proposals (RFP) No. 342275, issued by the United States Special Operations Command (USSOCOM), for information technology services. The protester argues that the agency unreasonably evaluated its proposal and improperly eliminated the protester from the competitive range. We deny the protest. BACKGROUND The solicitation, issued on October 2, 2020, under the procedures of the Federal Acquisition Regulation subpart 16.5 to holders of the Department of the Army's Computer Hardware Enterprise Software and Solutions (CHESS) Information Technology Enterprise Solutions-3 Services (ITES-3S) governmentwide multiple-award, indefinite-delivery, indefinite-quantity (IDIQ) contracts, contemplated the issuance of a task order to provide Enterprise Knowledge Management (EKM) operations support
