Protest challenging agency's evaluation of sample tasks using a model answer not disclosed to offerors is denied where the record shows that the evaluation was reasonable and consistent with the solicitation. 2. Protest alleging various errors in agency's evaluation of protester's proposal is denied where protester has failed to demonstrate that agency's evaluation was unreasonable or inconsistent with the solicitation. DECISION Network Designs, Inc., a service-disabled veteran-owned small business (SDVOSB) of McLean, Virginia, protests the elimination of its proposal from the competition by the Department of Veterans Affairs (VA) under request for proposals (RFP) No. 36C10B19R0046 for professional and information technology (IT) services.
