          DIGEST

          Challenge to the exclusion of the protester's proposal from the competitive range is
          denied where the record shows that the evaluation was reasonable and consistent
          with the evaluation criteria announced in the solicitation, and that exclusion of the
          proposal based on the evaluation ratings was consistent with the evaluation scheme
          in the solicitation.
          DECISION

          D S Inc. (DSI) protests the exclusion of its proposal from the competitive range
          under request for proposals (RFP) No. DAAB07-01-R-L710, issued by the U.S. Army
          Communications-Electronics Command (CECOM) for support services at Fort
          Monmouth, New Jersey. DSI contends that CECOM improperly evaluated its
          proposal.

          We deny the protest.

          BACKGROUND

          During November 2000, CECOM placed draft documents, including all performance
