         DIGEST

Protest that contracting agency improperly evaluated protester's technical proposal
based on unstated evaluation factors and failed to evaluate offers on a common basis
or otherwise unreasonably evaluated proposals is denied where record shows the
evaluation was reasonable and consistent with solicitation's evaluation factors.
         DECISION

DUCOM, Inc. protests the award of a contract to Z Systems Corporation under

Package Fielding (TPF) support services. DUCOM primarily argues that the agency
improperly evaluated its technical proposal based on unstated evaluation factors and
failed to evaluate offers on a common basis.

         We deny the protest.
