DECISION Oak Grove Technologies, LLC (Oak Grove), a service-disabled veteran-owned small business (SDVOSB) of Raleigh, North Carolina, protests the award of a contract to F3EA, Inc., an SDVOSB of Savannah, Georgia, under request for proposals (RFP) No. W900KK-19-R-0078, issued by the Department of the Army, U.S. Army Materiel Command, for training support services. Oak Grove challenges the agency's evaluation of proposals, alleges a violation of the Procurement Integrity Act (PIA), and contends that the awardee had an organizational conflict of interest (OCI).
