DIGEST

1. Agency's evaluation of proposals under the cost/price evaluation factor was
reasonable and consistent with the terms of the solicitation.

2. Agency reasonably evaluated protester's and awardee's proposals under the
management   evaluation factor.

3. Agency's selection of the awardee's proposal, based on its determination that the
benefits associated with its technical superiority outweighed the risks associated with its
lower cost/price, was reasonable and consistent with the terms of the solicitation.
DECISION

Apogee  Engineering, LLC, of Colorado Springs, Colorado, protests the Department of
the Army's award of a task order to Bowhead Mission Solutions, LLC, pursuant to task
order requirements package (TORP) No. W91260-20-R-5002,  to provide support
services for the Space and Missile Defense School.1 Apogee challenges the agency's
