DIGEST

Protest that agency unreasonably evaluated awardee's quotation is denied where
evaluation was reasonable and consistent with the solicitation's evaluation criteria.
DECISION

RiVidium Inc., of Manassas, Virginia, protests the issuance of a task order to For Your
Information, Inc. (FYI), of Beltsville, Maryland, under request for quotations, (RFQ)
No. 1437143, issued by the Department of Homeland Security, United States Secret
Service, for human resources support services. RiVidium asserts that the agency
unreasonably evaluated FYI's quotation.

We  deny the protest.

BACKGROUND

The RFQ  was  issued as a small business set-aside pursuant to Federal Acquisition
Regulation (FAR) subpart 8.4. RFQ at 1, 4. The solicitation provided for the award of a
fixed-price task order with a 1-year base period and four 1-year options. Id. at 7. The
solicitation advised that award would be made on a best-value tradeoff basis
considering the following factors, listed in descending order of importance: technical,
professional qualifications, and price. Id. at 4.
