1. Protest challenging agency's rejection of proposal that contained clerical errors in a
spreadsheet is denied when the proposal as submitted did not clearly demonstrate
compliance with the requirements of the solicitation.

2. Protest challenging the conduct of discussions is denied because the agency
repeatedly led the protester into areas of its proposal that required amplification or
revision.

3. Protest challenging agency's rejection of proposal for failing to include a map with
the firm's final proposal revision is denied, notwithstanding that the protester had
previously submitted a version of the map in a prior proposal submission during
discussions, when the solicitation specifically required the submission of a map and the
agency advised offerors that it would only consider information submitted in the final
proposal revisions.
