sustained in part because the record demonstrates that the agency applied an
inconsistent standard in evaluating relevancy.

2. Protest challenging the agency's cost realism evaluation is sustained in part because
the agency failed to reasonably evaluate the awardee's proposed overhead rates.
DECISION

Tyonek Global Services, LLC, a small business, of Anchorage, Alaska, and Depot
Aviation Solutions, LLC (DAS),1 a small business, of Chesapeake, Virginia, protest the
award of a contract to Yulista Tactical Services, LLC, a small business, of Anchorage,
Alaska, under request for proposals (RFP) No. N61340-19-R-0001, which was issued
by the Department of the Navy, Naval Air Systems Command, for services in support of
Naval aircraft, aircraft engines, and associated components and materials undergoing
