1. Consultant's application for admission to protective order is denied where the
applicant represents that he is involved in competitive decisionmaking and, further, that
he was involved in a GAO protest covered by a protective order under which he had not
been admitted; subsequent consultant is admitted where the parties agreed on
restrictions to mitigate risk of inadvertent disclosure of protected information.

2. Protest challenging the agency's cost/price evaluation is sustained where the
agency's evaluation of optional contract line item numbers, based solely on a selective
sample of hourly labor rates, was unreasonable.

3. Protest challenging the agency's evaluation of awardee's and protester's past
performance is sustained where the evaluation is inadequately documented and
inconsistent with the terms of the solicitation.

4. Protest challenging the agency's assessment of weaknesses to protester's quotation
is sustained where the assessment of weaknesses was unreasonable, inconsistent with
the terms of the solicitation, and inadequately documented.

5. Protest challenging the agency's best-value tradeoff decision is sustained when the
decision was based on multiple evaluation errors, and when the selection official
selected the awardee's higher-priced, technically superior quotation without
