Our testimony is based on the results of our review of the Internal Revenue Service's (IRS') efforts to detect and deter illegal tax protesters. The review was done, of course, at the Subcommittee's request. (A brief description of the objectives, scope, and methodology of our review is included as appendix I.) We would like to state at the outset that the illegal tax protest movement has grown significantly in the past few years.
