We are in the process of finalizing a report to you on this subject. At the request of your Committee, we reviewed the implementa- tion of the defense property leasing authority contained in 10 U.S.C. § 2667. This included an analysis of the countries involved; the type, quantity, and value of property leased; and the terms and durations of the leases. It also included an an- alysis of the extent to which this authority has been used to cir- cumvent congressional controls over arms transfers and military assistance.
