                   VOCATIONAL REHABILITATION PROGRAMJ


        Mr. Chairman and Members of the Committee, your March 1,

   1979, letter, requested that we review the Veterans Administra-

   tion's (VA) vocational rehabilitation program to determine

   'whether revision of the program's authorizing legislation

   (chapter 31, title 38, U.S. Code) would correct major problems,

   as claimed by VA, or whether other actions should be taken to c

   improve the effectiveness of the program. We are pleased to  iR

   be here today to discuss the results of that review contained _v

        As you requested, we reviewed the program at three VA

   regional offices: Los Angeles, Denver, and Cleveland. These

   offices were selected to comply with your request that the

   regional offices be geograpbically separated and represent--
