             Mr. Chairman and Members of the Subcommittee, I

        am pleased to appear here today to discuss our

        February 13, 1979, report to the Congress on the Strength-

        ening Developing Institutions of Higher Education Program./04

        The program is authorized by title III of the Higher

        Education Act of 1965, as amended.

              We made the review at Office of Education (OE)

         headquarters in Washington, D.C., 19 colleges and

         universities, and 7 assisting agencies.  ,r: round that

         is going.  This is our second report to the Congress

         on the Developing Institutions Program. In the first
