         PROPOSED AMENDMENT TO TITLE 38 U.S.C. 330


     Mr. Chairman and Members of the Subcommittee, we are pleased

to be here today to discuss proposed legislation to amend

Title 38 U.S.C. 3301 permitting disclosure of names, addresses,

and other information maintained by the Veterans Administration

(VA) to consumer reporting agencies--more commonly known as

commercial credit bureaus. The purpose of this amendment

Is to allow VA to use consumer reporting agencies in its debt

collection process.

     Federal collection action has been the subject of

numerous GAO reviews and is of growing concern to our Office.

The inventory of debts owed the Federal Government grew

from $118 billion as of September 30, 1977, to $140 billion

as of September 30, 1978. This is an increase of 19 oercent

in just 1 year. A large and growing part of this amount
