     At the outset, I would like to express our appreciation

for this opportunity to testify on H.R. 2743, a bill to

provide for a national policy for materials science ana

technology and to strengthen the materials research and

development capability and performance of the United States.

With me this afternoon are Mr. John R. Hadd who is Assistant

Director of EMD for Materials, and Mr. David Gandrud of

the Materials Branch.

     Mr. Chairman, we welcome the Committee's expression of

concern about this important national issue.  It is a matter

of deep interest and concern to the Comptroller General, ana

he has personally testitiec on this subject several times

in the past. We recently issued a report that calls tor

the development of both a national materials policy and

an ongoing planning ana policy process which focuses upon
