     Mr. Chairman and Members of the Committee, I am pleased to be

here today as your deliberations focus on planning for the future of

home care services for older Americans. My comments are based on our

proposed report to the Congress on the conditions of older people and

the need for a national information system for long term planning for

the delivery of services to older people.

     To design and plan for the delivery of services to older persons,

society, the Congress, and the Executive Branch need information on

(I) their well-being, (2) what factors make a difference in their lives,

and (3) the impact of services on the well-being of older people.
Currently this informat.ion is spread piecemeal throughout Federal,

State, local, and private agencies. As a consequence, Federal agencies

have not evaluated the combined effect of these services; and, in the
