Guide. This quide was merely a list of proposed measuies that
miqht be taken at Federal, State, or ical levels, and not all
of these measures were feasible. DOE's response to the coal
strike of 1977-78 involved two hastily organized ad hoc task
forces to manage possible shctages ct coal and electricity. The
Departme   concentrated on power supplies and failed to Lieitor
consumer costs adequately. Federal actions were a minor factor
in the management of the energy emergency, however. 7he major
factors in managing the emergency were the foresight &nd
planning of the electric utilities and the demcnstrated
willingness and ability ot the States to respond with minimal
Federal intervention. The Administration seriously overestimat.
the impact of the strike on unemployment levels; access to d %t
that could clarify reasons for the overustimation has teen
withheld. Minor improvementa in the state cf preparedness of
Federal and State agencies involve somewhat better staffirgL
revisions in the pl.nning guide, and the learni.g experience of
the 1977-78 winter. The use of contractors has been greatly
expanded in current plan-ing following te identificatier of
deiiciencies in DOE's ha~dIing and mcnitoring of contractual
services for contingeucy planu-:ng. The exp: Lded use of
contractors will require close monitoring to ensure satisfactory
