         In fiscal year 1977, the executive branch spent $1.5
 billiun in overtihe pay* an increase cf $300 nillion over 1976.
 Overtime should generally be used to meet temporary needs during
 emergencies or for certain special projects which cannct be
 -ompleted during normal working hours. then a particular
 iLividual or group is working an inordina-e amount cf cvertime,
 it zay indicate that the staff is either not large *r'ugh or is
 not p, iorming efficiently. System weaknesses were iu ntified at
 four aqencies. At the National Righway Traffic Safety
 Administration, overtime authorizaticns were not alays properly
 approved azd contained alterations with DO indication that the
 changes had been approved. Time and attendance end payrcll
 processes did not have controls to assure that documents and
 data affecting 6mployees' pay were not lost or added   zing
 processing. At the Drug Enforcement Administration, procedural
 weaknesses were identified which could permit erroneous cr
 fraudulent claims for overtime pal,. Overtime authrizations were
 nct properly or consistantly completed, and the payroll section
 did not check then before payment. At the Porest Service, false
 overtime hours were appareLtly added tc the time cards of
 several employees. In some iistances, a persoznel officer added
 false overtime hours to tne time cards for himself and for
 others. At the Civil Rights Coniission, certain system
 weaknesses permitted some esployei.s to be paid for overtime not
 worked. Better monitoring of the uae of overtime is zteded, and
 agency internal audit groups need to constantly monitor their
payroll systems to ensure that internal contrcls are in ;lace
and properly implemented. (RRS)
