situation indicated that the region needs improved leadership in
electric-power planning and policynaking. There is also a need
for representative citizen involvement in power planving and
policymaking in order to develop an acceptable
electricity-management prograv. More information is nee4od
before the Federal Government makes any firm commitment to
guarantee the financing of new thermal poserflants in the
region. The currently proposed Federal legislation needs to be
clarified to assure that the objectives of ccnsezvation of
energy resources, development of renewable resourzas, and
increased pnblic participation in planning are met. (SC)
