          In spite of Federal law enforcement policy ca~llmg for
 a restrictive application of F'ideral resources in areas of
 concurrent jurisdiction, the Federal rureau of Investigation
 (FBI) and U.S. attorneys have establi-hed investigative and
 prosecutiTe piact!,ces relating to b-tnk .obbwries ahich have
 resultod in local authorities playing a suifrdinate xcle. The
 Feder&l investigative effort in bar. icbberies is not varrauted
 because: bank robberies are not wery Cifferent frc. robteries of
 other :ommercial esablishnents; the typical baLk robbery was
 not very complex and gang operations wer minilal; and only a
 small pe:centage cf bank robbers cositted their robberies in
 moie thau one State. The FBI role as the principe). investigative
 aqency in bank robberies has been justified by the PBI's
 naticnvide jurisdiction and ability to link tandits to multiple
 Lobberies. Local police probably could h&ve solved most of the
 robberies examined, and the FBI, even with a reduced rcle, could
 have assisted State and local police in cases of multiple
 robberies. also, more bank rcbbery prosecutions are possible at
 the local level. Only two of eight U.S. attorneys reviewed have
 taken action to reduce the Federal rcle. The Attorney General
should: direct the FBI to establish and carry cut a plan, to go
into effect after a reasonable transition period, tc mini are
its investigative involvement in bank robberies; and establish
prosecutive guidelines for bank robbery to minimize Federal
prosecution except in cases where Fedexal procedures facilitate
