          Reducing the Federal Goverfnseat's investigative and
prosecutive roles in bank icbbery crime would permit the Federal
Bureau of Investigation (FEI) to devote more resources tc
investiqative priorities such as organized crime, white-collar
crime, and foreign counterintelligence. Despite a Federal law
enforcement policy which has consistently called fox a
restrictive application ot Federal resources im areas of
concurrent jurisdictien, the FEI and U.S. attorneys bave
estatlishEd investigative and prosecutive 1ractices relating tc
bank robberies which have resulted in local authorities playing
a subordinate role. Bank robberies do not represent a urique
problem for law enforcement, and local jurisdictions generally
could assume a greater investigative and prosecutiv burden. In
order to minimize the Fotentially distuptiie ef± _s on some
local aqencies, it wculd be advisable to reduce the federal rcle
gradually; a transition period would permit local authorities to
prepare for assuminq a greater investigative and prosecutive
role. The Attorney General should direct t FEI to estatlish
drd carry out a plan tc minimize its investigative involvement
in bank robberies. He should also estaklish prcsecutive
quidelines ior tank robbery to Ninimi2e Federal prosecution
exceFt in cases where Federal procedures facilitate prcsicution.
