         The State Department is refcszAle fcr acquiring,
constructinq  selling, maintaining, and operating akuut S3
billion worth of U.S. Goiernment-cwned and leased properties in
215 cities and 135 countries. Responsibilities are divided among
the Gffice ot Foreiqn Buildings (FEC), departmental tuzeaus, and
the overseds missions. Management is fragmented, and there has
been ineffective use of construction funds, increasingly higher
housing costs, inadequate maintenance, and unreliatle
real-property infornation. Decisions made by FBC have not Leen
cost effective because of a lack of sound lcng-range planning,
poor cost estiriating, external pressuies, acd insufficient
technical personnel. The management system for overseas housing
does not provide adequate criteria for the size and ccs of
housing or a centralized review and unifcrm hcusing policy.
Employees are often provided with housing that exceeds
reasonable space standard6 and living quarters allcwances.
Properties are not mairtained and araged properly because uf a
lack ot qualified personnel to make inspections, weak
maintenance criteria, and deficiencies in infoaimation used by
anagers. A reliable real-property management inforeaticn system
is not yet in effect in spite of FBC plans and GAO %ark on this
subject more than 8 years ago. Recommendations made to correct
the deficiencies included establishirg scund maintenance
criteria and priorities, cost information, and follcwup
procedures needed to caintain the picFerties. (HTW)
