The United States PCstal Service. July 11, 1978. 17 pp. 4
 enc]csure (1 pp.).
Testimony belore the Senate Committee on Goverrmental Aifairs:
 Enerqy, Nuclear Proliferaticn and Federal ServIces Sutccllittee;
by William J. Anderson, Deputy Directcr, General Government Div.

 Contact: General Government Div.
 Orqanization Concerned: Postal Service.
Conqressional Relevance: Senate csomittee cn Goverrmental
Affairs: Energy, Nuclear Proliferation and Federal Services
     Subcoamittee.
 Authority: Postal Reorganization Act.

The Postal Reorqanization Act set four major goals for
the Postal Service. While mail service today Is nt as good as
it was prior to the reorganization, it has been gradually
improving. The public is currently cbarged reasonatle rates and
fees for service, at least for first-class mail. The Postal
Service has drne tuch to improve working conditions, and pay and
benefits have become comparable with that of the private sectoz.
Of the four objectives, that of achieving self-sufficiency for
the Postal Service appears least likely to te not. 'The Ccngress
needs to devise a system that will pzcvide the Postal Service
manaqement with the flexibility to manage, yet provide the
Conqres, with the ability to insure that ttG Service is run in
the test interests of the country. (SC)
