         Past studies of illegal aliens revealed that these
aliens did not pay all Federal taxes owed, were soaetizes on
welfare, and held jobs that could be filled by citizens or
lawful aliens. Theze is disagreement atout the extent-to which
ilieqal aliens are benefitiog from federally funded -rograms,
payinq taxes, and affecting the labor market. legal imuigration
has had a significant impact of Federal assistance Frograms.
About 37,500 newly arrived aliens in five States recel'ftd about
$72 million annually in Supplemental Security Income benefits.
Reassessment of immigration policy is needed kecaase of the
larqe number of illegal aliens who ate not apprehended,
violations of entry conditions by ctber foreigsers, unfair and
ineffective immigration laws, and activities of professicnal
smugqlers. Problems exist L--,use of Foor conditions in some
countries, ina.quate resour%.es for enforcement, the need for
new leqislation, and inadequate inforsatior. Legialative
proposals contain provisions for sanctitkns against employers who
hire utidocumented aliens, changing the status of many illegal
aliens, increasing enforcement resources, and cooperating with
oreiqn qovernments to improve their economies. (019)
