         In the past few years, law enforcement efforts along
the United States-Nexico border have grown because of the
increasing transit of illicit drugs and 'cndocumentsd aliens.
Althouqh the percentaqe of hercin entering the United States
fom Mexico has declined in the last two years, due siminly to
the cooperative cam,,_ign t* eradicate opium poppy cultivation,
Mexico is still considered the major source of heroin reaching
this country. While it is not possible to measure the det.eazent
effect of the current level of border law enfoicement, the
available supply of drugs and the number of illegal aliena
attest to the fact that it has not bs4a a serious imlediment to
illeqal entry. The substantial Federal investment in enforcement
at. the Southwest border is achieving only a limited impact on
the druq and alien problem. Border forces intercept only a small
quantity of the estimated heroin and cocain entering the United
States from Mexico. Most selzures are cf marihuana, and torder
apprehensions seldom involve hiqh-level traffickers. AViong the
problems affecting border law enforcement are: shortage ci
inspectors, limited detection devices, and overlapping roles for
the law enforcement agencies. Joint operations ketween Federal
aqencies have not been effective. Ccottol of the border requires
a comprehensive, coordinated effort ty all segments cf the
bordlr law enforcement community. (RRS)
