         The Program Evaluation Act of 1977 represents a major
landmark in the evolution of congressional ovarsight, ind
interest in this subject, stimulated ky the legislative
proposals, will lead to hadly needed improvements in the
oversiqht process and in the operations of the federal
Government. A resoluticn concerning the Ercgram review process
would have proqram reviews, including evaluations, available on
a time schedule tied to each committee's oversight Elan. This
would provide the committees the flexibility they need tQ plan
meaningful proqzam reviews. The definition of progra   %includes
excrcises of the Federal taxing power and uther activities that
do not have directly ussociated Federal expenditures. GAOa work
under the Conqressional Budget Act of 1974 to develop &;tandard
classificatiorns for fiscal, budgetary, and program-related
information provides a basis for assuring in appropriate degroe
of consistency. Although the concept embodied in oversight
reform proposals is not compleA, guidance to agencies cculd

Senate; ccmmittees should achieve a coordinated apprcacb tetween
