         The Civil Service Commission ((SC) presently serves a3
both the protector of employee rights aid the Fronoter of
efficient personnel management policy. The proposed Civil
Service reorqaization divides those two roles tetueen two
separate agencies, the Merit Systems Protection Board and the
Office of Personnel Management. The Office of Personnel
Manaqement would levelop personnel policies, provide personnel
leadership to agencies, and administer central peracnni
proqrans. S. 2640 would provide additicnal legislative.,4uthority
for theoe two agencies. Tae reorganization plan would also
create a Federal Labor Relations Authotity which would
consolidate the third-party function in the iederal
labor-management relations program. CSCUs current equal
emplo'yment oportunity and discrimination complaint authority
would be transferred to tha Equal Emjlcyment 0OFortunity
Commission. The legislation proposes changes to: performance
appraisals, adverse action appeals, veterans piefereace.-
retirement, selection methods, management and compensation of
senior executives, merit pay, and personnel research. A matter
of concern is the proposed language Fertairing to GAO's role in
