Full funding permits an agency to contract for the full
cost of items, knoving that completicn of york will not be held
up ,y budget cuts or fundiag delays. Expansion of the full
funding concept could p-.-:it maltiyear contracting with
substantial annual savings. Some arguments against full funding
a -e: it results i. agencies having substantial unobligated fund
balances (that prtion of on agency's appropriation that is
available for obligdtion At a certain time) throughout and at
the end of a given fiscal year; it could reduce shortrun control
