         The Federal GSoernmen-. owns millions of acres of land
which people use for-tecreatioLal activities. As the public's
use of these land-, has l one up, the incidence of crime occurring
upon these lands hasrIsen. Agency recreation officials cit.d as
frequent problems in their areas: larceny, turglary, assault,
vandalism. illicit possession of wearens, drug and alcohol
abuse, and destruction -cl natural and histcrical resources. Two
legal issues have maa it difficult for Federal agencies
administerina recreation areas to prcoide adequate visitor
protection: limited A-itutory authority and the applicability of
Federal criminal statwtes. In addition to legal obstacles to lar
enforcement, manaqement-problems were found in law enforcement
proqrams. Agencies ,r'iolio improve their reporting systems, they
must be+ter assess their rangers' training needs, and they need
to develop uniform contracting procedures. IU Federal visitor
protection activities are to be uniform and if visitors are to
receive uniformly adequate law enforcement services, a national
policy on visitor protection is needed. The Government's program
should: delineate acc'yp~able levels of law enforcesint services
available to visitors, establish visitor protection juidelinez
and standards. estab~t4 iuformation systems on the sez'ousves
and exteit of crime t_ national recreation areas, develop
improved procedures ior recruitinc, and training rangers, ine,
develop quidelines ana-procedur-as to be followed when,
contracting with State_ #n  local law enforcement services. (RRS)
