         Concerns have 6een expressed about the long average
length of stay at Veterans Administration (VA) hospitals.
Although VA has taken istps to reduc3 th2 length of stay, it is
still longer than for comparable patieYt ia community
hospitals. Patients ofteh occupy acute care facilities during
diacnosis, while waifing for surgery, and duriLg convalescence.
VA's plans for sizing of new hospitals are based on this
inappropriate u*-4 of icute care facilities. GAO developel a new
hospital sizina model wiich determincF. levels of care tbat
shculi have been provided. The model also projects bEd needs for
the tuture by determining requirements for five age groips of
the voteran population. Adoption of GAO's planning approach
could lead to reducti' in conitruction costs, increased
efficiency, and improved quality of Fatient care. GAO disagreed
with VA's plan to consffuct a new hozspital in Camden, New
Jersey, and felt that the Philadelphia Vi MJopital was adequate
for expected work]oads'.VA has not given adequcte consider&tion
to priorities in its hospital construction proposals. VAIs
hospital bed requirements could be significantly affected by
policies concerninq treatment nf veterans with otheL than
st-rvice-connected disabilities. (HTW)
