         The Environment&l Protection Agency's (EPA's) rersonnel
and Ludgetary esources must increase to keep pace with ai.
i-.creas- in its legqsiated responsibilities. Over the past 3
fiscal -,ears (FYs), th  Office ot Management and Budget  ONB)
has consistently reduced EPA's request for funds an average of
about 13%; Congress pias appropriated an average of about 4 more
than OMB requested but far lcss than EPA initially estinated it
needed. EPA's budget'authority increased from 1303 million in FY
1971 to $848 million in FY 1978, an increase of 180%. DuriLq the
same period, personnel •increased by only 42%. For FY 1979, EPA
is requesting from Co.ngress a 32.8% increase in budget authority
or $278.8 million more than appropriated for FY 1976. The number
of positions requested for 1979 is 10,840, 290 more than
Conqress approved for 1978. EPA Justifies its budget submissions
by media (a:r., water quality, pesticides, etc.) which are
genera.ly directly related to a particular act for which EPA is
responsible. From 1976 to 1978, the air and water media
comprise,2 about half of the total budget authority, ard the
enerqy and manaqement .media made up the bulk nf the ot'er half.
Pudget authority for water quality and cnergy media has
decreased, while water supply, solid waste, toxic substances,
and interdisciplinarj. media bud-gc authorities have inc.eased.
