desiqned to: (1) est,1sh an interim program to encourage and
regulate the recovery and processing of hard-mineral resources
of the deep seabed (pezadiag the adoption of a superseding
international agreement relating to such activitie& vhich.is
ratified by and becoshinding upon the United States); (.)
insure that the develo   nt of hard-minezal resources on the
deep seabed is carrie out in a manner that will protect the
quality of the mrine V ironment in any area affected by such
duvelopment; (3i encour.e the successful negotiation o± the
comprehensive Law oat ,  Sea Treaty; and (4) encourage
development of ocean-miniKg technology. There should be a
primary authority responsible for Ietermining the FederAl role
in deep-sea mining activities. There is a need to coordinate
doep-sea mining with overall fr.ign policy objectives. A
princi6l foreign colicy objectiwe concerns relations with
developinq co-untries which are major land-based producers of the
minerals which could be-sined from the ocean, holders of vast
land reserves of the'iie sjnerals, and which have sore to lose
thaii more advanced eqgAosies 1.n the tace of commodity (export)
instability. The shareQf the revenues fro deep-sea sioing that
should accrue to thejbli' remains ouresolved. (SW)
