prouosals to reorgenize U.S. intormation, cultural, and
broadcasting operations in the fisld of public diplomacy. one cf
the panel's proposals to reassigr. to the Itate Departmenlt the
::iitd tntes Information Agency's (I-1IA) role in articulating
and advocatiag foreign policy overs~aj wruld improve pxesent
operations. However., USIA should retain its policy information
role. Two other proposals require further study: transfer t: th;
state Department of the flS!A's function of advising policymakers
or. the policy implicatiors of Tr-gn public opini'n: and
establishment f a rnew Tnfcrmati  - and Cultural Affairs Agency.

bean combined. U.S. edurational and cultural exchange ;rograms
seprve an important nationa1 interest, but arp suscepti:ln to
